You could rotary cut it if you like but these days I actually find foundation piecing quicker.
Trace or print the block diagram onto your foundation paper, number and cut out as in the photo.

Foundation piece all the sections and trim the seam allowances to 1/4".

Sew together the two side sections.

Attach these to the center section. Line the seams up carefully. I always stitch a couple of stitches over the intersecting seams first and then complete the seam by sewing from the edges toward the center.
